Reporting Policy

1. Who can report

Anyone may report a technical, origin, metadata, access or availability issue. Rights holders, broadcasters and authorized representatives may submit a formal rights review request.

2. Required information

Identify the correct channel, reason, clear description and up to five evidence URLs. General Reports may omit contact details.

Formal claims must include name/organization, email, declared capacity, identification of the right or broadcast and a good-faith and authority statement. We do not request an identity document, personal address, phone or signature at this stage.

3. Human review

The request is received, triaged and investigated where necessary. We may request more information. A public report never automatically removes or blocks a source.

Priority considers publication, plausibility, origin, access, rights and impact. Report volume or anonymity does not replace review.

4. Possible actions

We may take no action with reasons, request information, investigate, suspend public eligibility, restore after revalidation or block a source. Suspension preserves the channel, candidates, evidence and history.

Administrative decisions and transitions are audited. Restoration depends on the previous state remaining valid and technical, origin and evidence gates still passing.

5. Good faith and abuse

False reports, threats, spam, abusive automation or malicious URLs may be rejected. Evidence URLs are not fetched server-side during submission.

6. Privacy

We collect only data needed for the report. Reporter PII remains in the Orion workflow and is not duplicated in Helsinki unless a future strict need is demonstrated.
